After years of struggling to become the first offshore wind farm in the United States, Cape Wind in Massachusetts is still battling to be first. After receiving governmental approval and the first federal leases for offshore wind in 2010, the farm is waiting to be built. Meanwhile, states along the eastern seaboard have been battling to be first, although governmental approvals, leases and financial situations often slow the process.
Cape Wind is looking as though they will be the first utility-scale once operations begin at an unknown date. However, the state of Virginia is looking to claim the title of first to install an offshore wind turbine in general. The Virginia Marine Resources Commission recently approved the building of a single turbine in Chesapeake Bay.
Construction on the turbine is expected to begin in the year 2013, a date which is likely to beat any competing states due to the aforementioned need for approvals, leases and financing. The turbine is slated to be 479 feet tall and will be able to generate five megawatts of energy. The turbine will be connected to shore via a three mile cable which is to be buried under the Chesapeake Bay sea floor. Officials are hopeful that the setup will allow for expansion by the year 2015.
All of the approvals necessary for the project to continue are not yet in place. The Army Corps of Engineers and Coast Guard are still required to the state that turbine will not be a liability. Navigation route interference is the main clearance concern at this time.
Spokesman for the Marine Resources Commission, John M.R. Bull, stated: ?Virginia has made this a very streamlined, very favorable permitting process to get things proposed built. If all goes as planned, this one turbine could be a harbinger for a whole new clean-energy industry in Virginia.?
